A woman is in custody after troopers say a five year old child carried an 18-month-old to a neighbor's house in negative 31 degree weather after she left them unsupervised. Authorities in Venetie say the five year old made the trek after the power went out in the woman's home. Officials say the toddler was only wearing light clothing, and both children suffered cold-related injuries. Troopers say 37-year-old Julie Peter was arrested and charged with endangering the welfare of a minor in the first degree.
