New Orleans Is Flooding — And There's A Potential Hurricane This Weekend

The city is starting to flood as a powerful storm system churns in the Gulf of Mexico. The severe storms are expected to develop into a hurricane by Friday. On Wednesday, the storms had already dumped up to seven inches of rain within three hours in the area. Residents posted videos of flash flooding in the streets. Officials warn that the heavy rain could push the Mississippi River close to the top of the city's levees. Forecasters predict the state could see up to 12 inches of rain by Monday. Governor John Bel Edwards has declared a state of emergency.
