The chief of the Norristown Police Department says he's investigating after video of a tremendous brawl involving cops and teens involved a teenage girl getting placed in a chokehold. The incident occurred Saturday night at the Saint Francis of Assisi's carnival, which reportedly involved as many as 50 people. However, footage of an officer apparently holding 14-year-old Imarah Bates with an arm around her neck is going viral. Chief Mark Talbot announced yesterday his leadership team is looking into the incident and is accepting tips and video footage of the melee.
