House Unanimously Passes Bill to Make Animal Cruelty a Federal Felony

There’s one thing that both Democrats and Republicans agree on: animal cruelty is a federal offense.

The House is saying yes to a measure that makes animal cruelty a federal crime. Lawmakers unanimously passed the Preventing Animal Cruelty and Torture Act on Tuesday. The bipartisan bill strengthens a 2010 law that makes it illegal to create and distribute videos of animal abuse, but the acts itself were not included.

The new law would makes it a crime for "any person to intentionally engage" in cruel acts that include burning, drowning, or suffocating. The catch to the law is that local animal cruelty laws aren’t affected, but the federal law is an “overlay.” Some states have weak animal cruelty statutes.
